Valley Township was formed in 1852 by a decree of the court. It was composed of a considerable slice off the south end of West Caln and a small slice off the south end of West Brandywine. It is half its original size having been reduced in size by the incorporation of the Borough of Coatesville in 1867 and in 1868 by the creation of the Township of Caln.

Conditional Use Hearing - December 19, 2013 (continued from October 24) - To consider the application of Valley Square Development Associates, L.P., for an amended conditional use under sections 206 & 477 of the Valley Township Zoning Ordinance of 1990, as amended, to permit the development of property recently owned by the applicant consisting of 62.9 acres, which property is situated generally at the northeast corner of the intersection of West Lincoln Highway and Airport Road. Purpose of the application is to request approva lto develop Lot 1 (47.48 acres) with 124 townhouse units and 154 flats (condominiums) and Lot 2 (10.68 acres) with 54,000 square feet of commercial development. The property is also known as Chester County Tax Parcels 38-2-48.2, 38-2-48.3 38-2-48.4.
Valley Township has contracted with DOLI Construction for this project. Current UPDATE schedule is as follows:
The contractor is tentatively scheduled to return to the site on November 13 to begin rework on 11 inlets on the south (downhill) side of Itish Lane between Glencrest Road and Ash Street. The inlet work will take approximately five working days to complete. The contractor will then mill the southern (downhill) half of Irish Lane from Glencrest Road to approximately 50 feet uphill of Ash Street. The milling depth will average 1.5 inches, but it will be deeper in certain locations to eliminate the humps in the road. This portion of the road will then be repaved to eliminate the humps and provide a longitudinal slope consistent with the road centerline. Following repaving, curbing and lawn restoration work will be completed. Weather permitting, the contractor intends to complete all this paving, curbing, and restoration work prior to Thanksgiving (November 28). There may be some minor punchlist work that is completed the following week.
Irish Lane will be partially closed again during this work between Glencrest Road and Ash Street. The intersection with Ash Street will be open. The primary closure will occur during the milling and repaving. Milling is expected to take one day, and repaving is expected to occur the following day.

Pennsylvania America Water Company (PAWC) will be changing their water treatment, effective October 14, from chlorine to chloramine. The transition to chloramine requires kidney dialysis patients and fish owners to take precautions. Similar to the approach taken with chlorinated water, medical centers and dialysis facililties need to use additives or alternative filtering methods to remove chloramine. Dialysis patients should consult your physican if you have any questions. Fish owners should consult your local pet store for recommended products that will remove chloramine. Both chlorine and chloramine in the very low levels are toxic to aquatic life and must be removed from the water used in acquariums. An electronic waste drop off is available at the Township Building during normal business hours. Items that will be taken are: computers, laptops, LCD & CRT computer monitors, videotapes, CDs/DVDs, printers, printer cartridges/toner, car batteries, lawn mower batteries, small household applicances with a plug, cell phones and flat screen televisions. NO LARGE APPLICANCES, APPLIANCES WITH FREON, CRT-TYPE TELEVISIONS, AND ALKALINE BATTERIES. Collection will be done by Free Geek Penn, a non-profit organization licensed to handle residual waste by the Commonwealth of Pennsylvania. ITEMS WILL NOT BE ACCEPTED IF CORDS ARE CUT.
After January 1, 2013, no person may dispose of a covered device or its components: televisions, desktop or notebook computer or computer monitor or peripheral. This is mandated by the Covered Device Recycling Act. These items will need to be taken to a hazardous waste collection program that is DEP approved collection processing company. Residents may take an unwanted CRT television to the Cheter County Solid Waste Authority location or any of its household hazardous waste collections (schedule posted on our Public Works tab). Regal movie tickets are available for sale to residents and non-residents for $8.50 each. CASH SALES ONLY. Tickets may be purchased at the Township Office during normal business hours. Tickets are for unrestricted access to any movie at any Regal, United Artist, or Edwards theatres. Surcharge fees at the theatre apply to all 3D, IMAX, large format, RPX and Real D Films. Proceeds benefit the Valley Township Parks & Recreation Authority programs. See flyer for additional information.
If you wish to pay in person at the Township Office, the office staff cannot accept cash payments. Only payments being made with check or money order can be accepted by the staff. If you want a stamped receipt, you must bring a self-addressed, stamped envelope with your payment and the Tax Collector will send you your receipt. Do not include your tax payment on the same check with any other payment to Valley Township (water, sewer, trash payment, rental registration fee payment, alarm permit, etc.). Effective January 1, 2012 the following rates will be in effect:
Flat (no metered water) - $220.00 quarterly
Rate based on metered water - First 10,000 gallons - $179.00 per quarter; $11.20 for each additional 1,000 gallons
First 10,000 gallons - $84.35 quarterly
Each additional 1,000 gallons - $8.40

Water/Sewer/Trash bills for the 3rd Quarter of 2013 were mailed on September 26, 2013. If you did not receive your bill, contact the Township Office at 610 384-5751. Late penalties will not be waived due to lost bills. Payments can be made via U.S. Mail (P.O. Box 467, Coatesville, PA 19320) or in person at the Township Office (890 West Lincoln Highway, Coatesville), between the hours of 7:30 am - 4:30 pm, Monday - Friday. A fee of $30 is assessed for a returned check. To better service you when paying in person, please have both copies of your bill with you. We do not accept post-dated checks. Please note: If you are requesting a check to be issued from your bank - please ensure that they are sent to our PO Box 467, Coatesville, PA 19320 address. If they are mailed to our street address, there is a chance that the post office may return the check to the bank. Valley Towmship is not responsible for payments that are not received.
