Valley Township was formed in 1852 by a decree of the court. It was composed of a considerable slice off the south end of West Caln and a small slice off the south end of West Brandywine. It is half its original size having been reduced in size by the incorporation of the Borough of Coatesville in 1867 and in 1868 by the creation of the Township of Caln.

Bulk Trash items are not collected weekly. Valley will hold a Bulk Trash Day in the spring (please refer to our Public Works page). If you have large items, arrangements can be made with the Township to collect large items for a fee. Please note, mattresses and boxsprings are no longer accepted at the landfill and will not be included in the 2015 bulk collection. A fee of $25 for each boxspring and each mattress will be required for these items to be picked up. If replacing your boxspring and mattress, please take this into consideration when purchasing your new set to see if the vendor will take your old set. For bulk item fees and to set up payment and collection, please contact the Township Office.
An electronic waste drop off is available at the Township Building during normal business hours. Items that will be taken are: computers, laptops, LCD & CRT computer monitors, videotapes, CDs/DVDs, printers, printer cartridges/toner, car batteries, lawn mower batteries, small household applicances with a plug, cell phones and flat screen televisions. NO LARGE APPLICANCES, APPLIANCES WITH FREON, CRT-TYPE TELEVISIONS, AND ALKALINE BATTERIES. ITEMS WILL NOT BE ACCEPTED IF CORDS ARE CUT.
Valley residents will again be able to take eWaste & paper shredding to the Annual Intermunicipal Shredding & eWaste Event scheduled for April 11, 2015, from 9:00 am to 1:00 pm at the KMart parking lot in Thorndale. Please limit shredding to four boxes and eWaste to four items. NO CRT televisions will be accepted.
After January 1, 2013, no person may dispose of a covered device or its components: televisions, desktop or notebook computer or computer monitor or peripheral. This is mandated by the Covered Device Recycling Act. These items will need to be taken to a hazardous waste collection program that is DEP approved collection processing company. Residents may take an unwanted CRT television to the Cheter County Solid Waste Authority location or any of its household hazardous waste collections (schedule posted on our Public Works tab). The PaDEP has information on their website: www.dep.state.pa.us.
Community Emergency Reponse Team (CERT) Training will be held again this spring. The class is open to anyone who wants to learn how to be better prepared before,during,and after an emergency. Participants must be 16 years of age. If students are between 16-18 years old, a parent or guardian must accomany them. Training location is the Chester County Public Safety Training Campus, 137 Modena Road, Coatesville. Dates and additional information are on the attached Course Announcement:
Valley Township has been awarded a Municipal Public Works Grant issued by the Chester County Department of Community Development for the Main Street Culvert Replacement in the amount of $250,0000.
Regal movie tickets are available for sale to residents and non-residents for $8.50 each. CASH SALES ONLY. Tickets may be purchased at the Township Office during normal business hours. Tickets are for unrestricted access to any movie at any Regal, United Artist, or Edwards theatres. Surcharge fees at the theatre apply to all 3D, IMAX, large format, RPX and Real D Films. Proceeds benefit the Valley Township Parks & Recreation Authority programs. See flyer for additional information.
If you wish to pay in person at the Township Office, the office staff cannot accept cash payments. Only payments being made with check or money order can be accepted by the staff. If you want a stamped receipt, you must bring a self-addressed, stamped envelope with your payment and the Tax Collector will send you your receipt. Do not include your tax payment on the same check with any other payment to Valley Township (water, sewer, trash payment, rental registration fee payment, alarm permit, etc.). These checks will be returned and could jeopardize your discount period. Payments can be mailed to Sherwood P. Stanton, Valley Township Tax Collector, PO Box 467, Coatesville, PA 19320. The Tax Collector will be at the Township Office on the following dates in 2015to collect taxes between the hours of 12:30 pm and 4:30 pm: February 26 & 27, March 13 & 27, April 1, May 28 & 29, June 1 and December 15.
Effective January 1, 2012 the following rates will be in effect:
Flat (no metered water) - $220.00 quarterly
Rate based on metered water - First 10,000 gallons - $179.00 per quarter; $11.20 for each additional 1,000 gallons
First 10,000 gallons - $84.35 quarterly
Each additional 1,000 gallons - $8.40
Regulated Activities with less than two thousand (2,000) square feet of Proposed Impervious Surfaces AND less than five thousand (5,000) square feet of proposed Earth Disturance may use the modified requirements presented in the "Simplified Approach to Stormwater Management for Small Projects" in Appendix A. The Simplified Approach has been developed to allow applicants for small projects to comply with the Township's Stormwater Management Ordinance with reduced submission requirements. Appendix A includes instructions and procedures for preparation, submittal, review and approval of documents when using the Simplified Approach.
Any Regulated Activity that is to take place incrementally or in phases, or occurs in sequential projects on the same parcel or property, shall be subject to regulation by this Ordinance if the cumulative Proposed Impervious Surface or Earth Disturbance exceeds the corresponding threshold for exemption (1,000 s.f. additional Impervious Surfaces or 5,000 s.f. Earth Disturbance). The date of adoption of this Ordinance, December 30, 2013, shall be the starting point from which to consider tracts as parent tracts relative to future subdivisions, and from which Impervious Surface and Earth Disturbance computations shall be cumulatively considered. For example, if an Applicant proposes construction of a 600 square foot garage, that project would be exempted from the requirements of this Ordinance. If, at a later date, an Applicant proposes to construct a 900 foot square foot room addition on the same property, the Applicant would then be requied to implement the stormwater management and plan submission requirements of this Ordinance for the cumulative total of 1,500 square feet of additional impervious surface added to the property since adoption of this Ordinance.
Water/Sewer/Trash bills for the 4th Quarter of 2014 were mailed on January 2, 2015. If you did not receive your bill, contact the Township Office at 610 384-5751. Late penalties will not be waived due to lost bills. Payments can be made via U.S. Mail (P.O. Box 467, Coatesville, PA 19320) or in person at the Township Office (890 West Lincoln Highway, Coatesville), between the hours of 7:30 am - 4:30 pm, Monday - Friday. A fee of $30 is assessed for a returned check. To better service you when paying in person, please have both copies of your bill with you. We do not accept post-dated checks. Please note: If you are requesting a check to be issued from your bank - please ensure that they are sent to our PO Box 467, Coatesville, PA 19320 address. If they are mailed to our street address, there is a chance that the post office may return the check to the bank. Valley Township is not responsible for payments that are not received.
